Plymouth New Construction Homes: What Buying New Means Now

Search "new construction Plymouth MN" and the results don't agree with each other. One listing is a model home in a community with a sales office and a lot map. Another is a single vacant parcel with no house on it at all. A third is a twin home sharing a wall with its neighbor, sold through an HOA. All three carry the same label. None of them behave like the same shopping experience.
That confusion isn't a portal glitch. It's a symptom of geography. Plymouth's large, developable subdivisions mostly filled in between 2000 and 2015, and the city has spent the years since redirecting where new housing actually goes. Understanding that redirection, not browsing more floor plans, is what separates buyers who find the right lot from buyers who spend a season wondering why nothing on the map looks like what they pictured.
Plymouth is not adding new subdivisions the way it did two decades ago, because there is very little raw land left to subdivide. The parcels that produced entire neighborhoods of matching floor plans in the early 2000s are built out. What remains comes in smaller, harder-to-search pieces: a teardown lot here, a wooded remnant there, a legacy commercial site waiting for redevelopment.
The city's own planning record shows this shift in real time. On September 12, 2023, the Plymouth City Council approved a comprehensive plan amendment that raised the allowed density in the City Center guiding from 12 to 20 units per acre up to 20 to 40 units per acre for multifamily development, and from a lower range up to 6 to 20 units per acre for townhouses. That is not a rezoning for more single-family lots. It is Plymouth acknowledging that its next chapter of housing growth looks denser and more mixed than the subdivisions that built out the city's western half.
If you're shopping for something new in Plymouth today, you're really choosing between three distinct products that happen to share a search term.
| Lane | What it looks like | Where you'll see it | What you're actually buying |
|---|---|---|---|
| Legacy-site redevelopment | A full new neighborhood built on land that had another use before | Hollydale, built on the former Hollydale Golf Course | The closest thing left to traditional new-construction shopping: model homes, matching plans, a builder sales office |
| Association-maintained villas | Attached or one-level homes on the last larger parcels a builder could assemble | Perl Gardens, built by Pulte with one-level living and shared HOA maintenance | Lower-maintenance living at a lower entry price, with less land and more shared structure than a standalone lot |
| Infill and teardown lots | Individual parcels released one at a time inside established neighborhoods | Creekside Hills, a 142-lot custom development along Elm Creek, and The Reserve and Ridge at Elm Creek | A fully custom home, but only as fast as a builder can secure and prep the next lot |
Builders active across these lanes in Plymouth include Hanson Builders, Gonyea Homes, Swanson Homes, and Stonegate Builders, each working a different piece of what's left. None of them are producing the volume a 2005-era subdivision could, because none of them have that kind of land to work with anymore.
Plymouth's comprehensive plan amendment log reads like a record of commercial land converting to something denser, not more single-family lots opening up. In March 2022, the council approved a request from Doran RE Partners to reguide roughly 7.4 acres at 10000 Highway 55 from business commercial to mixed use. In August 2022, it approved a similar request from Enclave Companies covering roughly 19 acres near Nathan Lane, also shifting from commercial to mixed use. And in September 2023, the council approved Scannell Properties' request to reguide roughly 75 acres at 13001 County Road 10, the site that held a 500,000-square-foot office building from the 1980s at the corner of I-494 and Bass Lake Road.
That last parcel is now the site of The Boulevard, where Scannell Properties and Roers Companies are building out retail, medical office space, and 500 to 1,000 units of multifamily housing. It is a useful marker for where Plymouth's growth is actually headed: toward mixed-use density on redeveloped commercial land, not toward a new subdivision of single-family homes.
None of this means new construction in Plymouth is scarce. It means the search has to change.
If you want the traditional experience, walking model homes and comparing finish packages side by side, look at legacy-site communities like Hollydale or villa developments like Perl Gardens. That's where builders still have enough contiguous land to run a real sales program.
If you want a fully custom single-family home on a larger lot, you're almost certainly buying a teardown or an infill parcel, and the timeline runs differently. Getting a raw parcel entitled for residential development in the west metro can take 18 to 36 months, which is part of why new lots don't appear on portals the way resale listings do. Lot pricing in Plymouth and neighboring Maple Grove typically runs $180,000 to $400,000 for inland parcels, before construction costs, and most of that infill activity concentrates in the north and west of the city, inside the Wayzata Public Schools boundary that covers the 55446 and 55447 ZIP codes. Eastern Plymouth, served by Robbinsdale Area Schools in the 55441 and 55442 ZIP codes, sees comparatively little of it, simply because that's where the older, more built-out neighborhoods sit.
For context on the resale side, Redfin reported a three-month median sale price of $478,523 in Plymouth as of April 2026, with homes taking a median of 28 days to sell. Realtor.com's March 2026 snapshot showed a 100 percent sale-to-list ratio, consistent with a market that still rewards a well-prepared listing. New construction in the infill and custom lanes tends to sit above that median once land and finish level are factored in, which is worth knowing before you compare a spec home's price tag to a nearby resale.
Is new construction more expensive than resale in Plymouth? Usually, once you account for land. Custom construction in the west metro generally starts in the $250 to $350 per square foot range before the cost of the lot itself, and Plymouth lots alone can run $180,000 to $400,000. Resale single-family homes have traded closer to the $190 to $225 per square foot range through 2026.
Where in Plymouth is new construction actually happening? Most of it sits in the north and west, inside the Wayzata Public Schools boundary. That's where legacy sites like the former Hollydale Golf Course and remaining infill parcels are concentrated.
Should I consider my own agent when buying directly from a builder? Yes.
Plymouth's next new home probably won't look like the last one you saw advertised, and that's fine. It just means the search has to start with the lot, not the listing.
