For twenty years, the southeast corner of I-494 and Bass Lake Road was a 450,000-square-foot Prudential office building set back behind a parking sea. If you lived nearby, you drove past it on the way to somewhere else. That corner is now a construction site with a grocery store, an orthopedic clinic, and three fast-casual restaurants already operating on it, with roughly 800 apartments, a Chase Bank, a city park, and waterfront dining still to come.

The interesting part is not that redevelopment is happening. It is the sequence. Watching which tenant lands next tells a Plymouth resident more about how this corner will feel in 2027 than any rendering does.

What is already open on the 75 acres

The site is called The Boulevard, and it is a joint project between Roers Companies and Scannell Properties on the former Prudential campus. Building demolition is complete and initial construction activity is now underway, and when finished the development will include medical office, business campus, grocery-anchored retail, restaurants, and multifamily living along the southeast corner of I-494 and Bass Lake Road.

Three things are already operating on the site as of summer 2026:

Summit Orthopedics. Summit Orthopedics was the first tenant to open in The Boulevard development. If your household has ever driven to Eagan or Woodbury for a specialist appointment, that trip is now inside Plymouth.

Coborn's Market & Table. Coborn's Inc. opened its flagship Coborn's Market & Table store on March 12, 2026, serving as an anchor of The Boulevard development at Interstate 494 and Bass Lake Road, with an elevated approach to grocery shopping. This is Coborn's first metro location, and the format is not a conventional grocery store. The 6130 Sycamore Lane N. site blends grocery shopping with restaurant-style dining, an ice cream shop, dry cleaner, and liquor store.

The Global Table and The Buttered Tin. Inside Coborn's, chef David Fhima operates three fast-casual counters under one roof. The Global Table by David Fhima features three dining experiences: Basta Pasta offering Italian-inspired dishes, Abuela's Mexican Kitchen featuring Mexican cuisine rooted in family traditions, and Brother's Burgers with gourmet burgers. Alongside them, The Buttered Tin, which also has locations in northeast Minneapolis and St. Paul, offers a counter-service format with food delivered to the table. It also has espresso and coffee drinks and serves wine and beer in the afternoon and early evening.

That is unusual density for a single Plymouth address. Between one set of doors, a resident can now do a full weekly grocery run, eat pasta made to order, buy a bakery cake for a birthday, and pick up dry cleaning.

The order in which the rest arrives

The tenant sequence over the next twenty-four months is what will change how the corner feels. It is worth reading in order.

1. Chase Bank, breaking ground on Bass Lake Road. The city received a building permit application for Chase Bank, which is under review, and Chase Bank hopes to break ground along Bass Lake Road. A national retail bank is a signal, not an amenity. Chase does not sign leases on parcels it thinks will underperform.

2. Belterra, the first residential building. Belterra will include 207 apartments with 20 percent of units reserved for households earning up to 60 percent of the area median income, floorplans ranging from studios to three-bedroom layouts, and roughly 4,000 square feet of retail space fronting the building. Sources give slightly different completion timelines. Roers Companies has cited a projected project completion by Q4 2026, while the City of Plymouth's Mayor's Minutes described the 207-unit building as expected to break ground in fall 2025 and complete in 2027. The realistic read is a phased opening straddling the two.

3. The city park. The Boulevard will include mixed retail, waterfront dining, grocery, med-tech offices, residential units, and a large park with nature trails and greenspace, with the city park slated for construction in 2027. The City of Plymouth is designing public park space and walking trails surrounding the property's wetland area at the center of the site.

4. The remaining residential and retail. Site plans include approximately 800 apartment units within The Boulevard, a mix of standard market-rate apartments and mixed-income rentals. Belterra is one of four residential buildings planned.

The sequence matters because it dictates what a resident will actually notice, and when. Grocery and medical came first. Banking and housing come next. The park, which is the amenity that will most change how nearby homeowners use the site on weekends, is last.

Why homeowners a mile away should read this closely

Plymouth already has grocery stores. It already has restaurants. It has trails. The reason The Boulevard reshapes the corner is not any single tenant. It is the compression.

Consider what "quick errand" means today for a household living off Northwest Boulevard or west of Zachary Lane. A weekday evening run for produce, a prescription, a bakery pickup for a school event, and a dry cleaner pickup is four stops. On the current Plymouth street grid, that is a thirty-minute loop even with light traffic. Inside Coborn's Market & Table, that is one parking space.

The waterfront dining planned around the central wetland is the second compression. Plymouth Mayor Jeff Wosje described the concept as "developing a city within a city," offering amenities for the community to work, live, and play. Waterfront dining in Plymouth today means driving to Wayzata or Maple Grove. In 2027, it will mean a table on a pond that most residents currently pass at 55 miles per hour on I-494.

There is a second-order effect worth naming. When Belterra opens with its amenity package, foot traffic to the retail below will run seven days a week rather than following the weekday commuter rhythm the Prudential campus used to set. The building's amenity list includes a cold plunge and sauna, a yoga studio, a fitness center, and a speakeasy. Roof-deck residents ordering coffee downstairs on a Sunday morning is exactly the traffic that keeps a small independent tenant alive between the Friday and Saturday dinner peaks.

A weekend test run before the rest arrives

If you have not been to the site since Coborn's opened, the fastest way to read the pace of construction is to walk the perimeter on a Saturday morning. A short loop:

• Park at 6130 Sycamore Lane N. and start with coffee and a pastry at The Buttered Tin counter inside Coborn's.
• Walk the interior once. The Farmer's Market section is worth seeing. It offers fresh produce including organic options, peak-of-the-season fruits and vegetables, and locally grown items.
• Grab lunch at one of the three Fhima counters. Basta Pasta is the least crowded before noon.
• Drive the Bass Lake Road frontage on the way out. The Chase Bank pad and the Belterra footprint are visible from the road.

By late 2027, that same loop will include a lakeside table and a trail through wetland. It is one of the few places in the west metro where a resident can actually watch a walkable district assemble in real time.

What this means for the surrounding streets

For an owner in the neighborhoods immediately west and south of the site, the arithmetic is straightforward. Walkable daily-needs retail within a mile is one of the amenities buyers pay for that does not show up on a standard listing feature sheet. When the park opens in 2027 and the first residential phase stabilizes, the corner will read on a map the way a small downtown reads, not the way a Prudential-era office park read.

For an owner further into central or western Plymouth, the effect is smaller but still real. A flagship grocery store, a David Fhima concept, and eventually 800 rental units concentrate a certain kind of weekend traffic in one place, which tends to relieve pressure on the Rock Elm and Sunshine Factory side of town rather than compete with it.
